NAJIB'S FATES IN UMNO

After the intense election period ended, The Prime Minister spent most of his time in Putrajaya, perhaps to reflect and to rethink the outcome of the polls. Barisan may be seen to maintain their grip as a government but  won by a simple majority.

Barisan won 133 seats but fewer than the 2008, 138 seats. The issue that will cropped up in the UMNO upcoming assembly would be whether Najib will take a full responsibility as what had happened during Pak Lah tenure. Various Umno leaders have been issuing statements asking for a no contest for the post of the party president and the deputy president to avoid split.

Still, some argued that such statement may hinder the democracy principle practice by the party. On the contrary, Najib had announced that all posts are open to challenge. The new Umno electoral system with 140,000 delegates will decide on the new Umno leadership line-up. Therefore, telling others not to contest under the new scheme would be redundant as it just need a simple nomination to qualify for the post contest. Needless to say, thorny roads lies ahead for Umno as the outcomes of polls has changed the political landscape into an uphill battle.

THE MASSIVE INFRASTRUCTURE: MRT CONSTRUCTION IN MALAYSIA AFTER THE 13TH GENERAL ELECTION

The sight of barricades and heavy machinery is common in Kuala Lumpur. The crawling and the inconvenience caused is the price for the country's most costly infrastructure project: the Klang Valley My Rapid Transit (MRT).

The 51km project is being built at a cost of RM22.2 billion and will be ready between 2016 to 2017. Feasibility studies on the second line has been completed and waiting for green light from the newly formed cabinet. Line 2 is much bigger than the first line. Initial estimates peg the Line 2 at RM24.9 billion once the line is extended from Serdang to Putrajaya. The studies showed that 20% more people or 550,000 passengers a day will commute via line 2 as opposed to 460,000 to line1.

The burning  questions that the government need to address is the increase strain on its fiscal position. A lot of promises were made in the run-up to the general election and  the financial issue will be in the spotlight by economist. It is reported that the cost to fulfil the Barisan Nasional manifesto will be ballooned  nearly RM12.5 billion. Spin off and benefits of better transportation system has to be weighed against such hindrance.

The Most Anticipated Event In UMNO General Assemby 2011 (Will Shahrizat Be Spared?)

The latest issue pertaining to Cows and Condos controversy seemed to be an abrupt attack to Wanita UMNO chief Dato Seri Sharizat Abdul Jalil. Her politics career has shaking and hit pretty hard on her own familiy.

To date, many had conceded that she has done a good job in her Ministry of Women, Familiy and Community Development. Her high spirit in fighting the gender or issues relating to women and familiy has brought glory and recognition  to her as the senior ladies in Umno.  Unfortunately, the recent scandal has hurt the reputation of Umno and the BN as a whole. The very glaring facts is that the project went and owned by her husband, which make it difficult for the party members to defend her.

Will the situation in the assembly similar as to what had happened during the controversy of AP (Approved Permit) issue that hit out Tan Sri Rafidah Aziz's career in 2005? Maybe yes...or perhaps she might be spared as she possess a well reputation with the men in the party.

The outcome of the assembly will be crucial as it will send a very strong message to the people upon the reflection of party survival in the upcoming general election.

The Auditor General Report 2010 Dilemma

To Malaysian, this annual report is a must read documents as it portrays the integrity and accountability of the government. It was indeed a sad story as the same problems arose from the poor management of the taxpayer money. In dire and drastic measures, the Public Service Department (PSD) points out that the responsible officer shall be taken into account for the government losses and they may even be sacked.

The crux of the problem is that there are no auditor post to probe the financial management in each department / branch. Usually the typical audit measures in government only cater for the standard operation procedures (SOP) in order to achieve the ISO standard or the rolling plan's expenditure performance for the Key Performance Index (KPI). Rarely any scheduled financial audit being carried out except if other party complain or based on selected cases only.

The number of department / branch in the government was huge and it will be difficult for the Auditor Department to probe them all whether it is in federal or in state. Typical people, when they in power and unable to resist the temptation, will tend to jeopardize integrity and seek out opportunity albeit all issued circulars by government Treasury. It will be timely for the government to introduce an auditor post in each department / branch. Well, government may need to fork out more to create the post, but the long term savings will outweigh the additional cost and thus promising as the taxpayer wastage shall be greatly reduced. The entrusted auditor must be responsible and shall be given a special clause of authorization, hence to suppress any unwanted pressure from any party. The proven wrongdoers should be slapped with a surcharge or be disciplined.

It is hoped that next year report shall be positive and indicate a very well performance. The vision of 2020 will be difficult and stuck in a thorny road if the taxpayer money are not well managed. The economy development may not be bullish next year. Ordinary people such as me will be cautious and tighten their spending and a sheer waste of public funds will be the last thing ever.
